Adaptive networking

Per-peer scores tune quality; audio survives the worst paths.

NetworkManager polls getStats every second, maps 0–100 to Excellent→Critical, and adapts outbound bitrate, FPS, and resolution for camera and screen. Critical pauses inbound video and keeps audio.
